Why does Beyond Birthday look like L, but isn't his brother (why did the death note writers make it like that)?

I was just wondering. Everyone says they are twins, but originally BB was set in the Whammy House to be his successor...right?
Question is to be answered by death note authorities only!

Right, they're in no way related (as far as anyone knows). In Wammy's House, the original two successors were A and B. A cracked under the pressure and ended up committing suicide, but B, well.. he was B. Beyond Birthday. You know that whole story, right? So I don't need to go on about it.

B resembles L. He is not identical to him; they're separate, unrelated people. B puts forth great effort to look like L. He dresses like him, has dark bags under his eyes, has spiky black hair, emulates L's bad posture and sitting position, so on and so forth. (Many things about his appearance are speculated. For instance, it's assumed that he wears gray contacts to further resemble L, but it's never actually said.) But yanno what? At the end of "Death Note: Another Note," Naomi Misora meets the real L, remember? That's after she worked with Beyond Birthday under the impression that he was actually L. So, when Naomi met L, she did not recognize him. That's an important fact to note. When L approached her, she thought that he was some creep and used a capoeira move in self defense. If B and L were actually identical, then she would've been like, "OH MY GOD WHAT ARE YOU DOING HERE," blah blah blah. It makes no sense to assume that B and L are truly identical because, c'mon, Naomi had spent a lot of time with B, and I'm sure she would've [incorrectly] recognized the real L, thinking that he was B (who she had thought was L).
