Can I build a raised flower bed on top of an unused concrete patio?
Will the concrete cause any soil problems later on? Should I add a layer of gravel or plastic before I add the top soil?
Sure, although you probably want to start with some low-growing ground cover, and nothing that needs a lot of room for roots, until a good thick layer of mulch builds up. I would think a layer of gravel might assist with drainage, and you will need as much topsoil over all as you can put on it. I wouldn't worry about the concrete itself; that's pretty inert chemically.
But I wonder; you might consider large containers instead of covering over the concrete altogether. You can arrange them and even change them much more easily than an allover bed. That might make you want to start using the patio again, as it will be full of pretty things. And the concrete would be a place to be standing while you tend to the plants in the containers.
